Here is a video where I try to switch to a one-row layout by moving the top window next to one of the bottom window, but I'm never offered the option. I've tried the exact same thing on my horizontally-oriented monitor and it works. Is there a limitation somewhere for narrow window?

The window has a minimum size. If the calculated split is smaller than this value, the candidate will not appear.
You can try adjusting this setting, but if the window's own minimum size is larger than the value you set, the window's minimum size will be used as the basis for calculation.
