SHIFT-CMD-N in VSCode moves app out of TAB group

In Microsoft Visual Studio Code: If this app is member of a TAB Group and we create a new "window" in VSCode with SHIFT-CMD-N (Note: we are operating with the macOS setting to prefer tabs over windows) a new tab in VSCode is created AND the app will move out of the Tangrid tab group and tile beside that group. We would expect just a new tab in the application window to open (what happens) WITHOUT moving the app out of the Tangrid tab group.
