It would be nice to allow floating windows to also have a tab. For example, say I want finder to be floating, but I also want to have it as a tab, so it doesn't get burried behind things.

The tab feature is based on a tiled layout, so implementing what you described would be quite difficult.
So I’ve been thinking about this a bit and if its not possible maybe a button on the right hand or left hand side of the tabs that you click and it brings all floating windows to the front?
Or maybe where you switch workspaces, there is a button
Is your actual issue that tab groups cover the floating window and make it hard to find?

That would be a start. See for me, I don’t mind Hot keys. But ONE of the reasons I like Tan grid for my Family, I have two Girls, 6 and 12, is that its very simple to use compared to something like better stage. For them, id love to have a toggle buttom, that shows and hides so its very simple for them. It could he optional in settigs. But its up to you, ill take what i can get

How does it work?
You click it, and then it triggers the hotkey to bring things to the front. If you right click it, it has other hotkeys, such as toggle floating... Extrabar is pretty unique that was... expensive app but allows. alot of cool things
I'm very visual, have a bad memory, and run 50 apps so running shortcuts gets overwhelming
extrabar basically takes care of that
